I hope you are well. Mark has asked me to get back to you on his behalf.
We received similar queries in this from ROME and ZAGRB and have dicussed with GLB.
Bottom line: we would not/not recommend providing funding in this case.

I take this opportunity to share, for you information only, the following considerationa, which are not/not intended as material for a response to the requester:

- funding has been provided to support climate-change related projects abroad to assist countries (in particular the most vulnerable) adapt to climate change;
- funding has also been targeted to facilitate other countries' substantive participation in climate change negotiations within UNFCCC, and XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX
- to my knowledge, we have focussed our funding at strengthening local capacity on other countries, and not/not towards Canadian speakersa making presentations abroad on the subject of climate change;

As a general guidance we would want to ensure that climate-change related support provided through departmental funds, while helping to address the challenge of climate change in tangible ways -- in particular in those countries most vulnerable to its effects (including Small Island Deveoping States)--XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX

MDC has concerns that the funding proposed would not be consistent with our interests and approach outlined above, and would in fact run counter to the Canada's interests more broadly.
While the funding Canada has provided within the Fast-Start Climate Financing, is of a different order of magnitude, I am envlosing for reference the 2-pager that was issued last fall, announcing the details of our $400 million contribution in 2010-11.
